Harry C. McPherson is Partner, Verner, Liipfert, Bernhard, McPherson and Hand, Washington, D.C. From 1965 to 1969, Mr. McPherson served as Counsel and Special Counsel to the President. Earlier he had served as Assistant Secretary of State, Educational and Cultural Affairs and as Deputy Under Secretary of the Army, International Affairs. During the 1980s and 1990s, he served on several Presidentially appointed commissions, including the Commission on the Accident at Three Mile Island, and the 1993 Base Closure and Realignment Commission.

Dana G. Mead is President and Chief Executive Officer, Tenneco Inc., Greenwich, Connecticut. He served as a career officer in the U.S. Army and retired with the rank of Colonel.

Mark Novitch, M.D. From 1981 to 1985, Dr. Novitch served as Deputy Commissioner of the Food and Drug Administration, Department of Health and Human Services. He also served in several other senior positions in the Food and Drug Administration.

Philip A. Odeen is President and Chief Executive Officer, BDM International, Inc., McLean, Virginia. Mr. Odeen served as Director of Program Analysis for the National Security Council, and as Principal Deputy Assistant Secretary for Systems Analysis, Department of Defense.

Franklin D. Raines is Vice Chairman, Fannie Mae, Washington, D.C. From 1978 to 1979, Mr. Raines served as Associate Director for Economics and Government, Office of Management and Budget. He also served as Assistant Director, White House Domestic Policy Staff.

Mr. Richardson served as Secretary of Commerce, Attorney General of the United States, Secretary of Defense, and Secretary of Health, Education and Welfare. Nancy Risque Rohrbach is Senior Vice President, Public and Community Relations, USAir, Arlington, Virginia. From 1991 to 1993, Ms. Rohrbach served as Assistant Secretary for Policy, Department of Labor. Mr. Gambaccini formerly served as Assistant Executive Director/Trans-Hudson Transportation for The Port Authority of New York and New Jersey. David O. Maxwell, Washington, D.C., is former Chairman and Chief Executive Officer of Fannie Mae. From 1970 to 1973, he served as General Counsel of the Department of Housing and Urban Development. Mr. Maxwell also served as Insurance Commissioner and Secretary of Administration and Budget, Commonwealth of Pennsylvania.
